Discussing the Ukrainian prison and probation reform of 2016‐2018, one can state its apparent one‐sidedness, which was manifested in the declarative, superficial and detached from the realities of filling only the rehabilitation component in the implementation of the national penitentiary policy. On the contrary, such components of the penitentiary policy as public safety, internal security in prisons, crime prevention, delinquency restraint and human rights protection were largely overlooked. At the same time, the rehabilitation component of criminal activity has received too little from such a spontaneous and chaotic reform.
One can also note the lack of forecasting in determining the priorities of penitentiary reform and the implementation of the tasks set. Probation went a long way and occupied an extremely important place in the structure of national criminal justice systems, and therefore deserves more in‐depth study and practical application.
