Abstract: | The article elucidates the essential characteristics of participatory democracy as a socio-legal phenomenon. It is proved that the phenomenon of participatory democracy should be understood as a complex, complex socio-legal phenomenon, which has a dualistic nature, because it harmoniously combines social and state components, and as a mechanism for connecting the interests of society and the state, it acts as a guarantee of increasing the level of economic progress and competitiveness of the state, as well as a powerful factor in the development of civil society. Participatory democracy is, first of all, a social phenomenon, which is based on the anthropological ability of a person to think logically through the perception of information and its analysis. The legal component of the phenomenon of participatory democracy is not in doubt, since democracy is a legal category that takes the form of the norms of relevant legal acts. It has been established that due to the considerable versatility of scientific approaches to understanding participatory democracy, they can be conventionally divided into attributive (a set of certain attributes), activity (type of activity and behavior, form of activity) and functional (list of main functions). It is emphasized that participatory democracy has both positive and negative characteristics. The positive features (advantages) of participatory democracy include its legality, publicity, openness, officiality, functionality and rationality. Partial formalization, increased risk, irresponsibility, and complicated implementation are recognized as defining negative features (shortcomings) of participatory democracy. The spectrum of the main essential characteristics of participatory democracy is presented in the form of a table. The presence of negative essential characteristics of participatory democracy indicates the need to choose certain movement vectors for its improvement and development. And although modern teachings about democracy are characterized by contradictory assessments of the scope and level of citizen participation in politics, with today's realities of 2022, more than ever, the tendency to expand the spheres and forms of public participation in the affairs of the state and society, however, of course, is balanced and rational. |
