Abstract:
The purpose of the scientific publication is to substantiate the organizational and
economic mechanism of the state tourism industry and propose practical recommendations for
enhancing the development of tourism using appropriate methods, levers and tools. The article
emphasizes that the success of tourism development depends on the perception and support of the
industry at the national, regional and global levels, that is encouraged through the formation of
tourism development policy, the effectiveness of which depends on the tourism industry
transformation into an effective factor of socio-economic development, national culture promotion
and the formation of the attractiveness of countries, and the introduction of organizational and
economic mechanism for successful tourism business, as a key task of strategically oriented public
policy, — is an important way of the systemic problems in the tourism sector solving. The
organizational and economic mechanism of the state tourism industry functioning is substantiated,
where interaction between the corresponding institutions of national, regional and international
levels is carried out on the basis of partnership and cooperation, on the basis of financial
maintenance, within the current legal legislation ratified by the states and using methods, levers and
tools for tourism policy implementing. Three types of tourism state regulation models are
distinguished, the most acceptable for Ukraine «European» model is substantiated. It is proved that
maintaining a high level of competitiveness of the tourism industry is ensured, first of all, by using
tools to create favorable conditions for attracting investment in the tourism industry. Measures to
activate tourism development at the country level using appropriate methods, levers, tools,
informational and organizational support for the implementation of tourism policy are proposed.
